The phrase “according to Hoyle” means according to the highest authority, the actual rules, the objective truth. Edmond Hoyle, whom the phrase refers to, was the master of the very serious business of card games. He wrote A Short Treatise on the Game of Whist, which was so popular (and rather expensive) that fake copies started circulating. It is possible that this was actually beneficial for Hoyle, as the publishing company he sold the actual rights to his work to began paying him extra on each legitimate copy to authorise it with his signature.
